Ownership = Control
- Each Policyholder Owns a Part of NYMIR: As a “reciprocal insurer,” NYMIR’s subscribers are owners of the insurance company. Unlike any other commercial property and casualty insurer in New York, joining NYMIR gives you a voice in the coverages offered and the premiums charged. This influence is exercised directly—through the claims appeal process—and indirectly—via representation by your elected Board of Governors and statewide municipal associations. NYMIR is committed to anticipating and responding to your unique municipal needs.
- Financial Security: Since its inception, NYMIR has followed a conservative rate-setting and investment philosophy. Our financial strength is reflected in an A- (Excellent) rating from AM Best, the leading insurance rating agency. This stability has enabled NYMIR to eliminate the capital investment previously required from members and instead return that capital with interest. As a not-for-profit, NYMIR opted not to join New York’s Guaranty Fund, avoiding assessments tied to the insolvency of other insurers. Instead, NYMIR retains the authority to assess its own members—something we have never done since our formation in 1993. Our strong financial position ensures we can continue to avoid such assessments in the future.

SPONSORING ASSOCIATIONS
The New York State Association of Counties (NYSAC), the New York Conference of Mayors (NYCOM) and the New York Association of Towns (NYAOT) have important financial and legal responsibilities in their role as NYMIR’s Attorney-in-Fact and are powerful advocates for NYMIR members.
New York’s statewide municipal associations realized the only way to protect municipalities from the cycles and fiscal uncertainties of the traditional insurance marketplace was for local governments to create their own insurance company. The associations advocated for passage of authorizing legislation, successfully secured licensing of NYMIR by the NYS Insurance Department, and remain involved in all aspects of the NYMIR program.
EXECUTIVE DIRECTOR
NYMIR’s sponsoring associations created and fund the Office of the Executive Director. The Executive Director supports the Board of Governors in their role as NYMIR’s Advisory Committee and assists the Attorney-in-Fact in fulfilling its statutory obligations pertaining to executing contracts, conducting business transactions and allocating assets to pay liabilities. The Executive Director also acts as NYMIR’s day-to-day liaison with the management company to ensure that the NYMIR program is responsive to the unique needs of New York’s local governments.
